					</table>The Bihar Electricity Regulatory Commission (<a href="https://berc.co.in/" target="_blank" rel="noopener">BERC</a>) has largely retained retail electricity tariffs across consumer categories for the financial year (FY) 2026-27, while introducing targeted reductions and structural changes as part of a broader tariff rationalization exercise.
The Commission approved a green tariff of ₹0.68 (~$0.007)/kWh, applicable in addition to the existing tariff for consumers who opt to procure renewable energy. This is lower than the ₹1.65/kWh proposed by the distribution companies.
The Commission has also expanded the implementation of time-of-day tariffs, making it mandatory from April 1, 2026, for all consumers, excluding agricultural consumers, with a contract demand above 10 kW, and for all consumers with smart meters.
Electricity consumed during off-peak hours (9 AM to 5 PM) will be charged at 80% of the normal tariff. Consumption during peak hours (5 PM to 11 PM) is billed at higher rates, typically 120% of the normal tariff for commercial and industrial consumers and around 110% for other applicable categories.
Normal tariffs will apply during nighttime hours (11:00 PM to 9:00 AM).

Industrial Category
Energy charges for industrial consumers remain unchanged across all voltage levels.
For high-tension supply, the energy charge continues at ₹7.98 (~$0.085)/kVAh for 11 kV, ₹7.92 (~$0.085)/kVAh for 33 kV, ₹7.85 (~$0.084)/kVAh for 132 kV, ₹7.79 (~$0.083)/kVAh for 220 kV, and ₹7.72 (~$0.082)/kVAh for 400 kV.
Fixed charges for low-tension industrial consumers have been reduced. For LTIS-I, the fixed charge has been lowered from ₹288 (~$3.07)/kVA/month to ₹278 (~$2.96)/kVA/month. For LTIS-II, the fixed charge has been reduced from ₹360 (~$3.84)/kVA/month to ₹350 (~$3.73)/kVA/month.
Commercial Category
Energy charges for commercial consumers have been retained, with no change in per-unit tariffs.
For non-domestic consumers with a contract load up to 0.5 kW and those between 0.5 kW and 70 kW, the energy charge remains at ₹7.73 (~$0.082)/kWh.
The Commission has rationalized the tariff structure by merging slabs under the non-domestic category, simplifying billing, and reducing complexity for consumers.
Additionally, the fixed charge for non-domestic consumers with a contract load up to 0.5 kW has been reduced from ₹200 (~$2.13)/connection/month to ₹150 (~$1.60)/connection/month.
Domestic Category
For domestic consumers, tariffs remain largely unchanged, although the Commission has introduced a key structural change in slab design.
For Kutir Jyoti consumers, the energy charge continues at ₹7.42 (~$0.079)/kWh for consumption up to 50 units, with fixed charges unchanged at ₹20 (~$0.21)/connection/month.
For DS-I rural consumers, the energy charge remains ₹7.42 (~$0.079)/kWh, with fixed charges continuing at ₹40 (~$0.43)/kW/month.
A significant change has been introduced for DS-II consumers, where the earlier two-slab structure has been merged into a single slab. The energy charge is now ₹7.42 (~$0.079)/kWh for the entire consumption, replacing the earlier system under which higher consumption was billed at ₹8.95 (~$0.096)/kWh.
For DS-III consumers, the energy charge remains ₹9.03 (~$0.097)/kWh, with fixed charges unchanged at ₹80 (~$0.85)/kW/month.
To make distribution companies more financially viable, the Ministry of Power <a href="https://www.mercomindia.com/government-proposes-cost-reflective-power-tariffs-in-draft-amendment-bill/" target="_blank" rel="noopener">proposed</a> an amendment to the Electricity Act, 2003, mandating the electricity regulators to issue cost-reflective power tariffs. The move comes in the background of the Supreme Court asking DISCOMs to issue cost-reflective electricity tariffs to ensure the financial viability of the power sector.

Industrial consumers have seen an increase in energy charges across all categories, while fixed charges remain unchanged.
For low-tension industrial supply, the energy charge has increased 8.2% from ₹6.10 (~$0.065)/kVAh to ₹6.60 (~$0.070)/kVAh, with the fixed charge continuing at ₹150 (~$1.60)/kVA/month.
For high-tension industrial supply, the energy charge has risen 8.5% from ₹5.90 (~$0.063)/kVAh to ₹6.40 (~$0.068)/kVAh, while the fixed charge remains ₹400 (~$4.26)/kVA/month.
For high-tension special service consumers, the energy charge has gone up 10.5% from ₹5.25 (~$0.056)/kVAh to ₹5.80 (~$0.062)/kVAh, with the fixed charge unchanged at ₹400 (~$4.26)/kVA/month.
Commercial Category
Energy charges for commercial consumers have been revised upward, with no change in fixed charges for low-tension categories.
For rural commercial consumers with a connected load above 5 kW, the energy charge has gone up 8.1% from ₹6.20 (~$0.066)/kWh to ₹6.70 (~$0.071)/kWh, while the fixed charge remains at ₹120 (~$1.28)/kW/month.
For urban commercial consumers with a connected load above 5 kW, the energy charge has increased 9% from ₹6.70 (~$0.071)/kWh to ₹7.30 (~$0.078)/kWh, while the fixed charge remains unchanged at ₹200 (~$2.13)/kW/month.
For high-tension commercial consumers, the approved energy charge is ₹8 (~$0.085)/kVAh, with a fixed charge of ₹400 (~$4.26)/kVA/month.
Domestic Category
For domestic consumers, energy charges have been increased across all segments, while fixed charges remain unchanged.
For rural consumers, the energy charge has increased 7.5% from ₹6.70 (~$0.071)/kWh to ₹7.20 (~$0.077)/kWh, while the fixed charge remains at ₹75 (~$0.80)/connection/month.
For urban consumers, the energy charge has gone up 8% from ₹6.85 (~$0.073)/kWh to ₹7.40 (~$0.079)/kWh, while the fixed charge remains unchanged at ₹100 (~$1.07)/connection/month.
For high-tension domestic consumers, the energy charge has risen 12.5% from ₹6.40 (~$0.068)/kVAh to ₹7.20 (~$0.077)/kVAh. The fixed charge continues at ₹150 (~$1.60)/kVA/month.
Open Access Charges
The Commission has revised open access charges with increases across all components.

The cross-subsidy surcharge for commercial and industrial consumers has been increased 11.4%, from ₹1.75 (~$0.019)/kWh to ₹1.95 (~$0.021)/kWh, and is applicable across both 11 kV and 33 kV and above voltage levels.
Wheeling charges have seen the steepest increase. At 11 kV, wheeling charges have risen 32.7% from ₹0.49 (~$0.005)/kWh to ₹0.65 (~$0.007)/kWh. At 33 kV and above, the charges have gone up 31.6% from ₹0.19 (~$0.002)/kWh to ₹0.25 (~$0.003)/kWh.
Transmission charges have been increased 7.9% from ₹0.38 (~$0.004)/kWh to ₹0.41 (~$0.004)/kWh.
To make distribution companies more financially viable, the Ministry of Power <a href="https://www.mercomindia.com/government-proposes-cost-reflective-power-tariffs-in-draft-amendment-bill/" target="_blank" rel="noopener">proposed</a> an amendment to the Electricity Act, 2003, mandating the electricity regulators to issue cost-reflective power tariffs. The move comes in the background of the Supreme Court asking DISCOMs to issue cost-reflective electricity tariffs to ensure the financial viability of the power sector.
In August 2025, the Supreme Court <a href="https://www.mercomindia.com/supreme-court-orders-pay-dues-discoms-four-years" target="_blank" rel="noopener">directed</a> the states to clear the pending dues of approximately ₹1.74 trillion (~$19.72 billion) owed to DISCOMs within four years. New dues created after April 1, 2024, must be liquidated within three years.

Jharkhand Hikes Electricity Tariffs Across Categories for FY 2027

					</table>Trade bodies have sharply criticized the Karnataka Electricity Regulatory Commission’s (<a href="https://kerc.karnataka.gov.in/" target="_blank" rel="noopener">KERC</a>) decision to revise electricity tariffs for FY 2025-26, raising charges for commercial and industrial (C&amp;I) consumers to help bridge a subsidy gap arising from free power for farmers.
The decision has revived the long-standing debate over cross-subsidies in India’s electricity sector, where C&amp;I consumers effectively pay higher tariffs to offset subsidies for other categories, such as agriculture and low-income households.
The revision follows a review petition filed by the state’s electricity distribution companies (ESCOMs), which argued that the earlier tariff order created a mismatch between the subsidy allocated by the state government and the actual cost of supplying electricity to farmers.
The state government had earmarked ₹160.21 billion (~$1.74 billion) in the FY 2025-26 budget to subsidize electricity for agricultural pump sets. However, the subsidy requirement under the tariff order was estimated at ₹206.40 billion (~$2.24 billion), leaving a gap of about ₹46.20 billion (~$501 million) for the utilities.
Because farmers in the LT-4a category receive free electricity, distribution companies cannot directly recover the difference from them. ESCOMs warned that unless the gap was addressed, utilities could face financial strain or be forced to bill farmers for the balance amount, which would undermine the state’s free power policy.
To address the deficit, the review petition proposed a combination of additional government support, other revenue sources, and revised tariffs for commercial and industrial consumers. The Commission accepted this approach, noting that it would help protect agricultural consumers while ensuring that utilities can recover the cost of electricity supply.
Under the revised framework, the Karnataka government will provide an additional subsidy of ₹23.62 billion (~$256 million), while distribution companies are expected to mobilize about ₹11.07 billion (~$120 million) through miscellaneous revenue sources. The remaining shortfall of around ₹12.54 billion (~$136 million) will be recovered through higher tariffs on commercial and industrial consumers.
The revised tariff structure reflects this adjustment.

Risk of Slowing Industrial Growth
Under the Electricity Act, regulators are required to progressively <a href="https://www.mercomindia.com/kerc-proposes-reducing-cross-subsidy-and-cross-subsidy-surcharge-from-fy-2029/" target="_blank" rel="noopener">reduce</a> cross-subsidies while ensuring that electricity remains affordable for vulnerable consumers. However, the economic realities of the power sector, particularly in states with extensive agricultural subsidies, have meant that industries continue to bear a significant share of the cost burden.
Shivraj V. Inginshetty of the Kalyana Karnataka Chamber of Commerce and Industry (<a href="https://kkcciklb.com/" target="_blank" rel="noopener">KKCCI</a>) said industry bodies had submitted objections to the proposed revisions but felt their concerns were not adequately considered.
He said that while businesses recognize the need to support farmers, raising tariffs on industries could weaken segments that play a key role in processing agricultural produce and bringing it to market.
Inginshetty also highlighted regional disparities within the state, noting that the Kalyana Karnataka region remains less economically developed than other parts of Karnataka. According to him, policies that raise electricity costs for industries in the region risk slowing industrial growth and could undermine efforts to achieve balanced regional development.
Another stakeholder said the issue also concerns regulatory predictability. “The MYT tariff order for FY2025-26 to FY2027-28 was already issued last year after due consultation, and industries had factored those tariffs into their cost planning. Revising it within a year raises questions about the predictability of tariffs. At the same time, if the government wants to provide subsidized or free power to certain consumer categories, that cost should ideally be borne through the state budget rather than shifting it onto commercial and industrial consumers through higher tariffs.”
“When power costs become unpredictable and increasingly cross-subsidized, it directly affects business competitiveness and could influence future investment decisions in the state,” the stakeholder added.
The Federation of Karnataka Chambers of Commerce and Industry (<a href="https://www.fkcci.org/" target="_blank" rel="noopener">FKCCI</a>) also expressed concern about the impact of the tariff revision on the state’s manufacturing ecosystem.
“Power is a critical input cost for industries, particularly for micro, small, and medium enterprises (MSMEs). Repeated increases in electricity tariffs erode competitiveness, making Karnataka’s products less attractive compared to those from other states. This threatens to discourage new investments and may even compel existing industries to relocate to regions offering more stable and affordable power tariffs,” said Uma Reddy, President of FKCCI.
Large Industrial Power Consumer Base
According to FKCCI, Karnataka’s manufacturing sector plays a key role in employment generation and economic growth. The state has nearly 600,000 MSMEs, which consume about 3.5% of its electricity and provide direct employment to around 4 million people, supporting the livelihoods of nearly 16 million citizens.
For these enterprises, the association noted, grid power remains indispensable. “Rising tariffs jeopardize their sustainability, while larger industries may increasingly migrate to open access or captive generation models.”
Karnataka currently has around 15,000 high-tension industrial consumers, accounting for 13.63% of electricity consumption.
FKCCI also argued that industries are already bearing a disproportionate share of the subsidy burden in the power sector. “While social welfare objectives are important, cross-subsidization must not come at the cost of industrial growth. The government should directly fund subsidies through the state budget rather than recovering them via higher industrial tariffs.”
It added that the ₹190 billion (~$2.06 billion) budget provision for FY2026–27 for irrigation pump set subsidies remains insufficient, with the actual requirement estimated at ₹220 billion (~$2.39 billion) –₹230 billion (~$2.50 billion). The resulting gap of ₹30 billion (~$325 million) –₹40 billion (~$$434 million) could lead to supplementary grants or delayed payments to ESCOMs. “Past experience shows that such deficits as the staff pension shortfall have ultimately been passed on to industry. This practice is unsustainable and unfair.”
Shift Toward Renewable Procurement
The tariff revision also comes at a time when industries across India are increasingly exploring alternative electricity procurement options such as captive solar projects, group captive renewable projects, and open-access power purchases. Higher grid tariffs could accelerate this shift, particularly for energy-intensive sectors seeking to manage operating costs.
Industry associations warned that higher grid tariffs could push more businesses to explore alternative electricity procurement options. Inginshetty noted that regulatory changes allowing consumers with a connected load of 100 kW or more to source renewable energy through open access could accelerate this shift if grid power becomes more expensive.
“If tariffs continue to rise like this, industries will inevitably start exploring renewable procurement options,” Inginshetty said. “The new rule allowing consumers with a connected load of 100 kW or more to procure renewable energy makes it easier for many businesses to move away from grid supply. Even smaller players with lower connected loads may begin looking at rooftop solar to reduce their electricity costs.”
FKCCI echoed similar concerns, noting that while large industries may transition toward captive solar and open-access renewable procurement, MSMEs often remain dependent on competitively priced grid power.
“A balanced energy ecosystem requires that grid tariffs remain affordable, predictable, and aligned with the actual cost of supply,” it said.
Higher electricity costs for commercial and industrial consumers in Karnataka make a strong case for businesses to <a href="https://www.mercomindia.com/ci-power-procurement-shifts-to-open-access-and-rooftop-solar-amid-rising-tariffs" target="_blank" rel="noopener">adopt</a> renewable energy. Businesses still on the fence should strongly consider adopting renewable energy to reduce their power costs.

					</table>The Rajasthan Electricity Regulatory Commission (<a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>) has approved the introduction of dual-source electricity supply for high-tension (HT) and extra-high-tension (EHT) consumers, including the Public Health Engineering Department (PHED), data centers, and other essential service categories.
The Commission directed that a new definition of ‘dual source of supply’ be incorporated into the tariff and mandated that HT/EHT consumers availing simultaneous or standby supply from two independent sources must pay twice the applicable fixed charges.
The petition was filed by the three Rajasthan distribution companies (DISCOMs)—Jaipur Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/jvvnl/#/home/dptHome" target="_blank" rel="noopener">JVVNL</a>), Ajmer Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/avvnl/#/home/dptHome" target="_blank" rel="noopener">AVVNL</a>), and Jodhpur Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/jdvvnl/#/home/dptHome" target="_blank" rel="noopener">JdVVNL</a>).
Background 
The three Rajasthan DISCOMs filed a petition seeking regulatory approval to provide dual-source electricity supply to reliability-sensitive HT and EHT consumers.
Under the existing framework, the Tariff for Supply of Electricity, 2024/2025 and the RERC Supply Code Regulations, 2021 generally permit only a single point of supply at a single voltage level, except in limited cases for domestic and mixed load categories.
The DISCOMs argued that increasing requests from PHED, data centers, and other essential service providers highlighted the need for enhanced reliability through access to two independent power sources.
They pointed out that while multiple supply points are permitted for certain lower-voltage categories, there was no provision for HT/EHT consumers, creating regulatory uncertainty.
To support their case, the DISCOMs cited successful dual source implementations at NTT Data Centre, Mumbai, and STT Global Data Centre, Noida, demonstrating technical feasibility through summation metering, synchronization, and advanced protection systems.
The DISCOMs proposed charging double the plant cost and double the fixed charges, arguing that dual-source supply requires exclusive reservation of capacity from two independent sources, resulting in double capacity costs.
Commission’s Analysis 
While the current tariff structure assumes a single supply point, it does not prohibit the Commission from approving alternative arrangements through tariff amendments under the Electricity Act, 2003.
The Commission observed that permitting dual source supply is a consumer-oriented measure aimed at ensuring higher reliability of supply for critical consumers.
However, the Commission also emphasized that fixed charges are designed to recover capacity-related costs. Since dual source arrangements require DISCOMs to block capacity from two independent sources, it held that recovering double fixed charges from such consumers is justified.
Rejecting the suggestion for selective exemptions for essential services, the Commission observed that any relaxation in fixed charges would lead to cross-subsidization and undermine tariff uniformity, especially when the DISCOMs’ cost obligations remain unchanged. Accordingly, RERC approved the DISCOMs’ proposal in full.
To operationalize the decision, the Commission ordered amendments to the Tariff for Supply of Electricity, 2025, adding a formal definition of dual-source supply and inserting a mandatory note across all HT and EHT tariff schedules requiring double fixed charges for consumers availing of such arrangements.
It directed that these arrangements must comply with prescribed technical safeguards and be harmonised with Supply Code amendments, which are being finalised separately.

Last month, RERC <a href="https://www.mercomindia.com/rajasthan-electricity-regulator-approves-green-energy-open-access-procedure" target="_blank" rel="noopener">approved</a> the detailed procedure for granting green energy open access in the state in line with the RERC (Terms and Conditions for Green Energy Open Access) Regulations, 2025.
