					</table><p>The Gujarat Electricity Regulatory Commission (<a href="https://gercin.org/" target="_blank" rel="noopener">GERC</a>) has adopted a tariff of ₹4.87 (~$0.0511)/kWh for the procurement of 250 MW of firm and dispatchable renewable energy (FDRE), integrated with energy storage systems.</p>
<p>The Commission directed <a href="https://www.torrentpower.com/index.php/" target="_blank" rel="noopener">Torrent Power</a> to execute the power purchase agreement (PPA) with Torrent Green Energy (the successful bidder).</p>
<p>GERC also directed Torrent Power to publicly disclose the successful bidder’s name, tariff, and tariff component breakup on its website for 30 days after execution of the PPAs.</p>
<p><strong>Background </strong></p>
<p>Torrent Power approached GERC seeking adoption of the tariff for firm and dispatchable renewable power from grid-connected renewable energy projects with energy storage.</p>
<p>Torrent Power said it needed additional renewable energy procurement to meet its progressively increasing renewable purchase obligations (RPO) and energy storage obligations.</p>
<p>According to Torrent Power, generation from its existing and committed renewable sources was expected to account for about 31.76% of its likely energy requirement in FY 2028-29, compared with an RPO requirement of 41.36%, resulting in a shortfall.</p>
<p>The utility therefore invited bids for 200 MW of FDRE capacity with an energy storage system and a greenshoe option of up to 100 MW.</p>
<p>Torrent Power <a href="https://www.mercomindia.com/torrent-power-floats-200-mw-fdre-tender-with-battery-energy-storage" target="_blank" rel="noopener">issued</a> the tender in August 2025. Six bidders submitted offers totaling 625 MW, and five subsequently qualified for the e-reverse auction. Torrent Green Energy emerged as the lowest bidder for 200 MW at ₹4.87 (~$0.0511)/kWh.</p>
<p>Torrent Power subsequently offered Torrent Green Energy an additional 50 MW under the greenshoe option at the same tariff of ₹4.87 (~$0.0511)/kWh.</p>
<p>The company contended that its demand-following procurement structure was more suitable to its load profile than conventional round-the-clock or other FDRE tenders. It compared its tariff with a SECI FDRE tender, in which tariffs ranged from about ₹4.98 (~$0.0523)/kWh to ₹4.99 (~$0.0524)/kWh, excluding a ₹0.07 (~$0.00074)/kWh trading margin.</p>
<p>Torrent Power said its tender required separate compliance with demand-fulfillment requirements during peak and non-peak periods. Failure to meet the requirement incurred a penalty equal to 1.5 times the applicable PPA tariff. This structure would reduce its exposure to expensive market purchases during peak periods.</p>
<p><strong>Commission’s Analysis </strong></p>
<p>GERC noted that the RPO and energy storage trajectories applicable to distribution licensees increase progressively through FY 2029-30. The total RPO rises from 29.91% in FY 2024-25 to 43.33% in FY 2029-30, while the specified storage obligation rises from 1% to 3.5% over the same period.</p>
<p>The Commission observed that Torrent Power would need substantial additional renewable energy and storage resources to meet these requirements.</p>
<p>It noted that the tender had been conducted in accordance with the Ministry of Power’s bidding guidelines for firm and dispatchable power from renewable energy projects with storage.</p>
<p>The Commission noted that Torrent Green Energy emerged as the lowest bidder at ₹4.87 (~$0.0511)/kWh for 200 MW, following which Torrent Power issued the letter of award.</p>
<p>GERC also considered the additional 50 MW greenshoe capacity offered to Torrent Green Energy at the same tariff. It observed that Torrent Power exercised the greenshoe option based on the demand-supply position in its licensed areas and its need for additional FDRE capacity to meet its renewable purchase obligations.</p>
<p>This May, GERC <a href="https://www.mercomindia.com/gerc-approves-tariffs-for-335-mw-670-mwh-energy-storage-projects" target="_blank" rel="noopener">approved</a> tariffs ranging from ₹210,000 (~$2,179.66)/MW/month to ₹212,000 (~$2,200.42)/MW/month for Gujarat Urja Vikas Nigam’s procurement of 335 MW/670 MWh energy storage capacity.</p>

Gujarat Regulator Approves ₹4.87/kWh Tariff for 250 MW FDRE Procurement

					</table><p>Torrent Green Energy (<a href="https://www.torrentpower.com/" target="_blank" rel="noopener">Torrent Power</a>) has won Solar Energy Corporation of India’s (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) auction to set up 600 MW interstate transmission system (ISTS)-connected wind power projects under Tranche XVIII.</p>
<p>Torrent has won 300 MW at a tariff of ₹3.97 (~$0.046)/kWh.</p>
<p>The tender was <a href="https://www.mercomindia.com/seci-invites-bids-for-400-mw-wind-power-projects" target="_blank" rel="noopener">floated</a> in March 2025 for 400 MW, which was later increased to 600 MW.</p>
<p>Out of the total 600 MW capacity that was tendered, only 300 MW was awarded because the total eligible bids received were significantly lower than the floated capacity. Per the tender clause, when the total techno-commercially qualified capacity is less than or equal to 600 MW, SECI can award only up to 80% of that capacity.</p>
<p>If the remaining capacity falls below the mandated minimum of 50 MW allotment requirement, it will not be awarded to the bidder.</p>
<p>The projects must be completed within 24 months.</p>
<p>The successful bidder must set up the wind projects and the transmission network up to the interconnection/delivery point. The power will be primarily supplied to SECI.</p>
<p>The scope of work also includes operation and maintenance services for 25 years.</p>
<p>If the projects are set up in Gujarat and Rajasthan, Torrent Green Energy must abide by the Supreme Court’s orders and the Ministry of New and Renewable Energy’s guidelines on retrofitting of transmission lines and wind turbines to avoid bird collision in the Great Indian Bustard habitat.</p>
<p>The projects will be executed with an investment of ₹26.5 billion (~$309.69 million).</p>
<p>With this project win, Torrent Power’s renewable energy capacity under development has increased to over 3.3 GW.</p>
<p>Torrent Power is an integrated power utility with a power distribution network in Gujarat, Union Territory of Dadra and Nagar Haveli and Daman and Diu, Maharashtra, and Uttar Pradesh.</p>
<p>In 2024, SECI’s 500 MW wind power (Tranche-XVII) was <a href="https://www.mercomindia.com/powerica-wins-secis-500-mw-wind-power-auction" target="_blank" rel="noopener">won</a> by by Powerica and Adyant Enersol (a subsidiary of Datta Infra).  Powerica and Adyant Enersol were both awarded  50 MW at tariffs of ₹3.81(~$0.0450)/kWh and ₹3.82(~$0.0451)/kWh respectively.</p>
<p>According to Mercom India Research, India <a href="https://www.mercomindia.com/indias-wind-energy-installations-surge-134-qoq-in-q1-2025" target="_blank" rel="noopener">added</a> 1.8 GW of wind energy capacity in the first quarter of the calendar year 2025, an increase of 63% year-over-year from 1.15 GW. The capacity additions rose 134% quarter-over-quarter.</p>
